What this scheme actually is

GENESIS is the answer to a real structural problem: almost all startup capital concentrates in six cities. It funds roughly 50 Implementing Agencies to discover, support and scale technology startups outside the metros, with money flowing to startups as EiR support, pilot funding, investment and deep-tech funding. Applications are open year-round, which makes it unusually accessible.

Support eligible Implementing Agencies to fund and mentor technology startups in Tier-II and Tier-III cities
Provide access to innovation infrastructure and ecosystem outside the metro hubs
Build capacity in the Tier-II and Tier-III startup ecosystem

Who can apply

Technology startups and entrepreneurs located in Tier-II and Tier-III cities, including deep-tech ventures
Implementing Agencies: Section 8 entities, incubators, accelerators, and UGC/AICTE-recognised educational institutes or bodies formed under a Central/State Act

How to apply, step by step

    Confirm your location qualifies

    GENESIS is geographically targeted. A registered office in a Tier-II or Tier-III city is the entry condition — and it is worth structuring for if you are genuinely operating there.

    Identify the Implementing Agency in your region

    Startups engage through an IA rather than with MeitY directly. MeitY Startup Hub carries the current list.

    Match your ask to the right component

    EiR support, pilot funding, investment and deep-tech funding are separate windows with different ceilings. A ₹1 crore ask needs a genuine deep-tech case.

    Apply online through the GENESIS page

    Applications are accepted throughout the year via msh.meity.gov.in — no call window to miss.

  5. 5

    Deliver the pilot and report

    Pilot funding is milestone-based; deep-tech funding carries longer technical review cycles.
